Balance changes
- Multiplied the cost of improving Civic Buildings by the map size (1 - 5), therefore there will be no change on the smallest map and quite a large change on the largest map. (We did this because the effectiveness of these buildings scales with the number of territories.)
(We are pushing this in advance of tomorrow's patch because leaderboards reset on a Friday and therefore we wanted to make any balance changes in advance of this.)
