[h2]On the Horizon:[/h2]
Later in winter a council decree system is planned to be implemented. This applies to games with the Galactic Council and will provide an opportunity to vote on sanctions and bonuses based on species ranking. As council decrees will lower galactic tension (the doomsday clock) it may make sense even in the lead to allow these sanctions to be in place. We'll also continue to provide updates in the form of new leaders and some new technologies.
