It is only the beginning of their adventure, the Empire is always calling for more and they know that only with their gathered forces will they be able to not only construct but maintain a fascinating ancient city. Surely, the Mandate of Heaven is safe in his hands as they've been enjoying the hospitality of nature and can focus on other endeavours - architecture, art or poetry. Or they can simply sit at the riverside and enjoy the view!
