It is the year 2048. Tokyo Police Department’s notorious 9th Mobile Unit, “The Scramble Vice” is ready to fight high-tech robot crime! Clad in an armed exoskeleton suit, police officer Sakuragi Kei of the 9th unit stands to fight robot crimes within Neo Tokyo! Are you ready to scramble up Tokyo?
When creating the enemy, I try to be mindful whether the design wouldn't look out of place even when seen repeatedly. What I mean by that is by having some sort of uniform design, or something in common, we can recognize they come from the same organization. Take for example the Stormtroopers from Star Wars… Enemies you see often take on a prominent role in world-building, sometimes even more than the protagonist. Again, there's a lot of trial and error involved to get it right.
In Scramble Vice, the most common enemy robot you'll see and fight is the "ZECT". It's designed to look like the opposite of the protagonist's machine; something that looks evil. (It also feels better to destroy something that looks evil.)

Touted as the "Battle suit that changes the tide", the ZECT was widely promoted and made its debut in battle during the Northern conflict. It boasts a real-time link to satellite camera and AI tactical support.
However, the ZECT proved to be problematic causing misfire incidents against civilians and pilot injuries. After an in-depth investigation it came to light that its design went against 13 ethics clauses set by the UN. Because of that the ZECT became one of the most loathed machines among its pilots despite its high firepower, even gaining the nickname "Death's Hound".
After the war, the machines were recalled, but not even half were collected. Rumors say terrorists from the new third world took the majority of working units away.
Which is stronger? "Steel Cat" Asura, or "Death's Hound" ZECT?
