Orbital Actions Update

As we have gotten the 2025 Roadmap near solidified we found a large number of features require more UI work and UX improvements. Therefore, this update jumps into that work and provides a fair number of fixes to improve the current experience. Thank you for all of the feedback, testing, and bug reports. [b]Updates[/b] [list] [*] Orbital Actions Update: - Overhauled the UI for Orbital Actions - Expanded the underlaying system to do more in the near future - Expanded the data within locations for more interaction with Orbital Actions [*] Adjusted max zoom out setting to prevent a few tooltip issues [*] Adjusted the method for handling when Captains' Dock and that status for a future feature [*] Tweaked UI throughout as we are [*] Added an option within Settings - In-Game to reset Tutorial messages [*] Continuing the Localization work, especially on the tooltips [*] Continuing Code Clean Up due to the engine version update [/list] [b]Balance[/b] [list] [*] Distress Beacon Fuel is now listed in the transactions as so [*] A few moons had their orbital length increased [/list] [b]Bugs[/b] [list] [*] Addressed an issue where a captain's map could have ZERO warp points for a star system [*] Addressed an issue time speed not syncing in all cases with the UI [*] Addressed an issue in which time could be changed to be outside of the current controls [/list] [b]Future Work[/b] [list] [*] Star Systems are getting a new balance pass [*] Star System Editor system is in full development [/list]
