Here are patch notes for the patch 1.0.2.1 addressing balancing on high levels.
Balancing:

[*] Changes to the enemy spawn algorithm for the level range of 26 - 30. This should now result in overall less high-tier enemies beeing spawned at those levels and smoothen out the tansition to the endgame.
