Added the ability to create local planetary stockpiles on friendly nations planets. They can be created from the planetary overview screen with a fleet in orbit and then accessed by swapping the dropdowns in the trade screen. You can also directly trade from a stockpile to the planetary market even with no fleet in orbit. But be careful, if your relations with the "host" nation drop below the hostile/embargo level the owning nation will seize your stockpile and all resources within it...
